A Minimum Equipment List, or MEL, is an approved document that tells a flight crew which aircraft items may be inoperative for a specific flight. It matters because modern aircraft have many systems, and not every failed item makes the aircraft unsafe or illegal to fly. The MEL helps pilots, mechanics, and dispatchers make consistent go or no go decisions.

It supports safety by requiring limits, procedures, and repair deadlines when equipment is not working.

The MEL is based on a master list, but it is customized and approved for a specific aircraft operator and aircraft type. When an item is found inoperative, the crew must confirm that the item is listed in the MEL, meet all required conditions, and follow any operating or maintenance procedures. The item is usually placarded as INOP, recorded in the maintenance log, and assigned a repair category with a time limit.

If the item is not covered by the MEL or the required conditions cannot be met, the aircraft cannot be dispatched until the problem is fixed or handled by another approved method.

The document has a hierarchy behind it. Aviation regulators develop a Master Minimum Equipment List for an aircraft type. This master list gives the broad limits that operators may use.

An airline then creates its own MEL from that master list. Its version must match its aircraft equipment, routes, maintenance support, and operating approvals.

For example, a company flying across remote ocean areas may need equipment that another company does not need on short domestic routes. An MEL can therefore be more restrictive than the master list, but it cannot be less restrictive.

The main reason this system works is redundancy. Important aircraft functions often have more than one source, channel, or display. If one part fails, another part may provide the needed information or control.

That does not mean every duplicate item is optional in every situation. A second radio may be needed at a busy airport. A weather radar may be needed when storms are expected.

A navigation system may be required for a route that has limited ground based navigation aids. The permitted status of an item depends on the aircraft configuration, the flight conditions, and the rules for that operation.

MEL entries often contain two kinds of instructions. Operating procedures are completed by the flight crew. They may require a pilot to select a backup system, avoid a certain type of approach, or calculate a new performance limit.

Maintenance procedures are completed by qualified maintenance staff. They may require a circuit breaker to be secured, a component to be disconnected, or a protective cover to be fitted. These actions prevent a failed part from creating a new hazard.

A simple label is not enough. Everyone involved needs to know what has been isolated, what limitations apply, and what backup capability remains.

Consider a failed passenger reading light. It may have little effect on how the aircraft is flown, though it still needs proper recording and repair planning. A failed windshield heat system is very different.

It may prevent flight into visible moisture when temperatures are low because ice could form on the windshield. A failed autopilot can change the crew workload, restrict certain approaches, or require extra fuel planning.

These examples show that the importance of a failure is not based only on the size of the broken part. Its importance comes from its role during a particular flight.

Students should treat the MEL as a structured risk control, not as a list of acceptable defects. Read each entry carefully for the number of installed units, the number required for dispatch, notes, exceptions, and linked procedures. Pay attention to wording such as day only, visual conditions only, or not required for a particular route.

Learn the difference between a defect found before departure and an abnormal event in flight. Before departure, the crew uses planning documents and maintenance coordination. In flight, crews use checklists, judgment, and emergency procedures to manage the situation safely.
